It used to be but no more. General Motors did a "spin off" several years ago that divested itself of the old Delco Remy to which you refer as well as the other component divisions.
Delco Remy then sold off a lot of it's core business (including most of their heavy duty starter line) to other companies then re-named the entire components group "Delphi" which is now the largest automotive components company in the world.
MANY of the products labeled "Delco" are produced by second rate companies (IMHO) that have no association with Delphi and NONE of them have any association with General Motors any more.
