Starts in Neutral, also need to use manual stop?

My new "used" L3300 GST tractor is great but it has developed two problems since delivery. It will start in gear with my foot of the clutch. Has a neutral safety switch become disconnected or is there a more common problem?

Second when I turn of the key the engine keeps running. What do I check?

I know the dealer will fix both of these for free but if I can fix it myself it will save me having to haul it to town.
