No, its not a twist lock. It is a 2 prong plug in type. The plug is actually curved kinda like a C. I found a replacement at Jeg's but I am not going to pay their $11.95 handling fee on a $12 order.

Adjusting the sector shaft will not fix your problem. You have at the least a bad bearing & possibly a bad steering shaft assembly. If you have just a bad bearing & adjust it to remove the slop, you'll eventually damage the steering shaft assembly( ball/nut assembly). I rebuild steering boxes. Some of the Mitsubishi parts are fairly expensive, but I can sometimes source them from other brands.
