I have tries to bleed the lines but and they have plenty of fluid going to them. I have no pressure going to the steering cylinder, and I am not sure if the priority valve has an issue or the steering valve (the one that the steering wheel attaches to) may be plugged. Any idea what pressures the lines going to the steering cylinder need to be at?
To answer your direct question, there is no such thing as "working pressure" in this hydraulic system. The pump moves a fixed volume of fluid with each rotation. If there is no work to be done the fluid moves through the system and back to the tank unimpeded, the pressure is virtually zero. If a valve is actuated it creates resistance to the flow of fluid and the pump increases the pressure to maintain the constant flow. When the steering isn't being turned the pressure should be zero. On my tractor, if I turn the steering against the stop the pressure relieve hisses at me, which I think is 2000 PSI. Depending on what you're asking of the steering the pressure will be somewhere in between.
