UPDATE:
Well, I had ordered the Steering Cylinder Seal Kit ($100) from PT and got around to replacing and installing the new seals.
Guess what? Nothing. No steering.

Called Terry, he said to take the top 4 nuts off that holds the Steering Valve to the dash.
Guess what? Steering Shaft is broken!

The Shaft goes down into the top of the Steering valve and has a roll pin or shear pin that goes through the shaft, I guess to hold it into the Steering Valve.

Called Terry and left a message for a call back.

Ouch also. With it broken like that, I would have thought the steering wheel would have spun whether the pt was running or not.

@cqaigy2, Yes, it did spin, whether it was running or not.

I contacted Keith, to get the "roll pin" (that goes into 2nd hole of steering shaft closest to the steering valve) and it is a 1/4" x 1 1/2".
I'll pick one up at a hardware store. That "roll pin" is what keeps the Steering Shaft from coming out of the Steering Valve.

I must have broke the roll pin when I was trying to move/turn the PT422 when it would not start.
I had put it into tow mode back then, and when pushing and trying to get it into my garage to work on it, by turning the steering wheel to maneuver it, it must have damage that roll pin.

(So I probably didn't need to buy and replace the steering cylinder seals.)

Just replace the roll pin and turn a pin for a interference fit on the inside diameter of the inside of the installed roll pin and it will never happen again..... jim

Sometimes it is good to have easily/cheaply replaced failure points.

I wonder if a shipper / transporter at one point used the steering wheel as a tie down and that started the roll pin failure
