Standard height is about 4 1/2 feet --- doubt it matters much --- holes are 90 deg ----bottomless might be a good idea - increase airflow - If you have questions you want real answers to - you can call the NWS office in Des Moines and ask to talk to the DAPM. (dapum) He's the guy that oversees what used to be the co-op observer program. Not sure what condition that program is in any more.
