Thanks for all the info. You got me more interested. So here is a little more, I found out. Seller thinks it came from Bush Hog like it is, guards are missing of course. It is called a 48" Grooming Rotary mower. It is in Mich. and is frozen up. current bid is 177.00 eBay #3849573361 if any wants a winter project, hmmm!

I am using the other half for a guess. So, what do you think about the size of small pulley which is not seen there? Unless its dia. of small pulley is more than 5 times smaller than that of big pulley, its speed of this mower in attachment can not be as high as that of finish mowers people are used to. So, with your estimated speed just looking at the picture, this mower in attachment is "finishing short"? or "finishing rough"? Answer to this will determine what it is; Rough Mower (bush hog) of Fine Mower (finish mower.)

It would be very likely that the smaller pulleys are 5 times smaller than the large pulley. If the large pulley were 24" in diameter, the smaller pulleys could be nearly 5" OD and that seems about right for the units I've seen. I know that you wouldn't necessarily know this, but this design of finish mower was very common here in the states. I believe that for new product that gear boxes may have replaced this design. I don't necessarily know the reason for that, but I do know that many people swear by the old Woods mowers. That's even been evidenced here in this thread.
I know that I haven't seen every piece of equipment produced or available here in the US, but I've been around a lot of them and I have never seen a "bush hog" under 7' wide that used multiple blades. I've also never seen one that used a belt system like this.
