Strange gizmos on trailer going down the road

Actually I first saw two of these on a trailer at a gas station then later on the interstate. A seat with an engine on each side. any ideas what this is?

There was a story about the company who was doing the cement work at our new sports complex - they were using something like that to finish the main floor. Something went wrong and the unit started "bucking" - threw the op off and he did a full body plant in the wet cement. Fortunately, there was a safety switch on the seat and the unit shut down or it may have "tilled" the entire job.

I wonder what happens if one motor shuts down unexpectedly. Could make for an amusement park ride.

Thanks, now I notice those paddles on the bottom. Seem like it would be easy to stay too long in one spot and create a low spot.
