Strange trailer

Saw this at the power authority parking lot near the Niagara Falls water inlet. Anyone know what this trailer could be for?.

That's a very specialized trailer built for one particular task. Since it's near a hydro-electric dam, I'm going to guess it as for transporting a turbine or other piece of gear for the dam or power generation.
