I did maintenance on several townhouse complexes that were built as Eddie described. The walls were braced with 1x4 at an angle, let into the studs at the corners and possibly more on end walls that were longer. Next two layers of tarpaper were applied, and then the wire was attached at studs before two coats of stucco. I repaired numerous small areas over several years until they agreed to my suggestion to install parking barriers. Maintenance on these buildings was on-going and done every fall whether there were any leaks noticed or not. One complex replaced the stucco with composite materials years ago but I don't know about the other three as I've been retired since 2010 and moved away.I am working on getting some quotes for either repairing the cracked and bulging locations or completely re-doing the stucco and will report back. Any other thoughts or ideas I'm all ears.
