I have a Ford 555E LBH that I use for that type of thing. The cedar will be the easiest to take out since it has a surface root systemand no tap root. Pines are the hardest with the deep tap root.
Since your stumps are so small, you shouldn't have too much trouble digging out the stumps.
They wont "pop" out. You'll have to dig around them on each side, then depending on the root and how deep you've gone, they will push over. I wouldn't take it out unless since you can't build on the right of way anyway. I'd just push the stump over in the hole and bury it there. Stumps don't burn very easy anyway.
The front bucket will smooth it out by back-dragging it just as nice as you want to make it. Be sure to drive over the hole after you fill it a bunch of times to compact it, otherwise it will sink on you the first time it rains.
If you can, get a LBH with a 4 way front bucket. That way you can pick up all the branches, limbs and debri with it and carry to your burn pile.
A large trackhoe with enought power will pull them out real easy, but you will pay for that power. Just the delivery charges are more than the LBH will be for a day.
