I would consider using the same size rim/tire as your tow vehicle if at all possible. Of course, this is often impractical. Can never have too many spares since it is not uncommon to have two flats on the same side when it all goes wrong.
This has not been possible since the 1980's. Nothing but compact cars use 15" wheels anymore and even if you have a heavy trailer like my uncle with 7K axles and 8 lug wheels that are 16" the wheels from a 3/4 or 1 ton pickup will not fit due to the hub on the trailer being too large to fit though the hole on the wheel.
If you need more than 1 spare, and many times I carry two extra spares in the bed of my truck along with the one mounted on the trailer. The are relatively cheap at about $200 each for new ones or you can get a wheel and a junk yard tire for about $70 in my area.
