sundown brush cutter bolt problems

It seems I'm always in a rush. My apologies if this has been answered. I did a 2 minute search to no avail...

The 4 bolts holding my housing down to the deck are loose again. Last year I was able to borrow tools, take the whole thing apart, and back together with some loc-tite. I will obviously have to do the same thing again, but I'm wondering if anyone has made any changes (welding, cutting access holes, removing stump disc) to their cutter so that they can tighten those 4 bolts without having to remove everything.
