I figured it out, but the clutch must be shot. At least $2,000 to fix.

As the disc wears, the fingers on the pressure plate move up, and take the adjustment out of the clutch mechanism. If you wait too long, it gets to the point the clutch never fully engages and the disk gets burned up, and the flywheel, and pressure plate get overheated, and you have to replace the whole mess.

On the 451 I think the cab has to come off then the tractor is split in 2 half’s. It’s a decent amount of work to replace the clutch. As for adjustment there should be something on the pedal under the floor.
