I am shopping for an 850 lb capacity fertilizer spreader/seeder and have narrowed it down to either the Tarter at $703.99 or the County Line at 599.99. Is the Tarter worth the extra $100?

Take a close look at both units, they may both be made by Cosmo. I bought a Tarter a couple years ago and it had "Cosmo" stamped in the frame under the Tarter sticker.
I just looked at the link to the owners manual for the County Line spreader at TSC and on page 1 it says Tarter.
Oh yea,

I bought a TSC County Line subsoiler and a little down it had Tarter on it.

There is no County Line manufacturing company.
County Line is just a name that TSC uses to sell their products.

Yes, I saw rural king had it cheaper. The closest one to me is in Front Royal, VA, about an hour away. They were sold out and had replaced with something more expensive.

TSC uses both Tarter and King Kutter to make their County Line implements. Location determines which one your local store carries. Last time I looked at my local store everything was King Kutter. I would imagine it has to do with freight costs.

TSC has it's own specs for County Line products so it may not be an apples to apples comparison.

So I called my local Southern States and they met TSC's price. I'm glad that I called and gave them the chance. I would much rather buy from them!! Thanks so much everyone for your help!!!
