I have a '04 TC33DA and the glow plugs are timed. As the dealer stated you must turn the ignition off and then back on to get the plugs to cycle again. I do not know when the ignition was changed, but and '01 I looked at was not like this.
Prior to installing a block heater, and when I do not have time to use it, I engage the glow plugs twice if temperatures are below 35 deg. It starts a little slow and coughs and sputters with some black smoke then runs ok. With the block heater it starts as though it is 40+ deg.
