First, you have to isolate where the problem is. Are the two other levers on the left side also stiff? If so, you need to lube the common pivot point shaft with some light oil lube like WD-40 or PB Blaster.
If you look from behind the left-rear wheel, you can see the connecting rods for the PTO valve and watch them move (another person to move the lever is needed). Just above the rear transmission, you should see the PTO switch and the "finger" that engages the switch to verify it is operating.
Are you sure fuse #2 is not blown? If fuse #2 is blown, the PTO light will stay on and the tractor will not start.
Finally, I've recently heard of one other person having a stiff PTO valve. To get to it, you have to remove the seat to gain access to the valve.
So, there are four things to check:
1. Is the PTO lever binding on the pivot?
2. Is the PTO switch jammed or working properly?
3. Is fuse #2 blown?
4. Is the PTO valve input shaft binding and not operating properly.
Answer all those questions and I think you'll find your problem.
