I just got a flail mower and will second what hilly said. The rotary mower is good for thick sticks and trees. There are more options for flail mowers regarding the cut quality.
I would say that the rotary mower is better for brute force land clearing. The flail mower is nice once you have it all cleared and are just looking to keep it mowed.
