Technically/mechanically it could be with an almost perfect system, but I agree with you that you would never see those flows at that pressure, or probably even 45gpm at 3,800psi due to parasitic loss from fans, back pressure, insufficient engine torque, hydraulic inefficiencies, etc. For the record, I don't think there is any OEM machine that produces it's max flow at it's max system pressure.
