On machined mating surfaces silicone sealants are okay if used sparingly. That's the biggest issue with me, I see big globs laying about outside of the engine. Well guess what the twins of all those globs are also inside of the engine, laying in the bottom of the oil pan trying to get sucked up by the oil pump or plugging the oil return galleys or helping the tranny or diff do their job. Sparingly is the word if silicones are used.
Either that or the surfaces are never cleaned properly so there's never the chance it would seal anyways no matter how much sealant was slopped on it.

Always make or buy gaskets if that is how it is engineered.
Application of sealant depends on the demands of the use.
