I don't beleive the first one is Photoshop or anothe kind of image manipulation.

I think the story behind itwas sombody made up the decals and stealthly applied them when the police were looking the other way.

Mike...... how can you say that?????? How many times have I asked you to remove something from a picture for me? I don't know how to use Paint Shop Pro or Amateur. The picture was sent to me by a friend that is on a Police Car Collector Site.... Here is another one from the same site....
