I wouldn't be afraid to buy that if the price were right, say $25~50. He probably is just clearing junk and would take any offer.
My watering trailer looked about like that when I found it on CL. Buried in weeds and one tire flat. I cleaned it up, put that tote on it, and it has now run some five seasons overloaded to 3 x its rated capacity. Not a bad buy for $25.
But I would never take it on the highway. I have another one I bought new, for that.

Well, they say a picture is worth a thousand words. This was an ad for free firewood. I think what they aren't saying is the most interesting part!
