Those darn C.A.R.B. compliant fuel cans

I do agree that PCV valves and emission systems on cars & trucks are there to protect the atmosphere even though it adds thousands of dollars to the purchase of a vehical.
I also understand that CA has its own sets of regulations to combat the smog problem on the west coast.
I think the vapor recovery systems at the gas station pumps is a real good idea considering the millions of cars fueling up each day.
But lets get real when it comes down to to a 2 or 5 gal. can that has no vent and a special nozzel to prevent vapor escape that I use to fuel up my tractor or lawn mower.
I guess whats next is a $200 lawn mower with a $2000 emission system on it.

What is next is state mandated inspection of the emissions on that lawn mower and also the gas can that you fuel it with. What I find most interesting is that fact that they have vent-less cans for diesel fuel which doesn't have much in the way of vapors to escape into the atmosphere. If they are worried about 5 gallons of diesel, what do they think about the truck that delivers 500 gallons of home heating oil that the truck doesn't have a vapor recovery system. I have seen gasoline stations getting deliveries of thousands of gallons of gasoline, but there is no vapor recovery system on those trucks.

As of Jan 1, 1998 (or was it 1999) all gasoline service stations had to have vapor recovery systems installed in the fillers for their underground tanks. In conjunction with that, all tanker trucks have to use special vapor recovery nozzles to fill the underground tanks.

When I had my station I had to have all my underground tank fillers modified for vapor recovery. Part of the modification also included mods to the tank air vents on the side of the building. The inspector could look at the vents and tell immediately if the vapor recovery mods had been made.

At the time I had my station, diesel storage tanks were exempt from this requirement as were the tankers that hauled the diesel fuel. This may have changed since I sold out in mid 1998.

Oh my, where did I read that article.

The new lawn mower emission regulations come online soon. They are expected to add 50 dollars to the price of your mower and, of course, cut performance by the usual factor.

I read that a lawn mower puts out more emisions in a half hour of mowing your lawn than your modern automobile does in a weeks of normal driving so I guess the new regulations make sense.

The new CARB fuel cans, on the other hand, bug the heck out of me. I know they are supposed to reduce spills but I have spilled more fuel trying to disable those durned things than I ever did with a regular fuel nozle. After all, how can you tell how much fuel is in your tank if you don't hold the thing 6 inches above the tank and hold the safety back and aim for the hold?

I have no clue what you guys are talking about. I live in California, my 5 gallon gas cans work beautifully. They are made by Eagle. I don't spill fuel, I like them ten times better the the ex Gerry cans I had that now get used oil poured in them. Perhaps your limiting yourselves to the hardware store or Walmart stuff. Expand your options. I got mine at White Cap. Perhaps with the issues you guys are having, you should too!

My Wife works at a chainsaw plant. The chainsaws that are shipped to California have to be LE (Low Emission). I'm not positive but I think she said they had a different carburetor and a special muffler.

This site would disagree with your 3% assesment. As far as China goes, my brother taught English there. He said he cannot think of a more polluted enviroment then where he was. He has no desire to return.

China is indeed polluted beyond belief, primarily due to coal but just remember, everything released into their air ends up going down your lungs just as well as the jet stream carries it almost all straight across the Pacific.

The fuel trucks here all have vapor recovery. I suspect your Uncles dilema was either a misspelling or uninformed inspector. Condensor, not condensation and/or removal of the refrigerant is mandated today. I'm pretty sure it's nation wide. Murph will know.
