Rule of thumb for testing soil moisture, at least here in Southern Illinois with our type of soil...

Take a handful of soil and squeeze it with your fist about as hard as you can. If it sticks together, but crumbles apart easily, then it's ready to work. If it sticks together, and will not crumble apart (makes a mudball), then it's too wet. If it won't stick together at all, you're going to make dust.

That's the way Grandpa used to do it, and it works pretty well.
