Ballast TIRE BALLAST

I know that this subject has been hashed over a dozen times but i just can't seem to find the info i am looking for.
first i live in sothern ontario and it does get cold but not below
-20 C or 0 F
and i want to fill my bx with windshild washer fluid
first how much i know it is 75% full but how much is that in liters.
and how do i get this into my tiers
