Gosh and I thought it was simple. My tires are 16.9 x 30 Firestone. Does that not mean that they are 16.9 inches wide and fit on a 30 inch rim? I realize that the dimension is based on using a particular rim width, and the one on my Kubota is the same that Firestone specifies.

Yes, it means what you say. But 16.5 inches wide where? The measurement is 'section width', not tread width, and depending on the design of the tire, the tread width will be between a little and a lot less than 16.5". And as Jack in IL pointed out in his post on a different topic, the section width is defined as the 'cheek to cheek' measurement at the top of the tire (meaning unloaded).
