TL 3200 Tractor is dieing

I'm not familiar with the TL3200. Most tractors I've seen have a gravity feed fuel tank which minimizes entry of air and eliminates the lift pump. Is the TL3200's fuel tank lower than the injector pump?

The tank gravity feeds down through the fuel filter to below the injector pump and through a mechanical lift pump back into/up to the main fuel line going into the injector pump. This is 1985 model 4 cylinder ISUZU engine and I don't know if that has anything to do with the design or not.
