It is a dilemma, however I vote for getting the tractor first.
The reasons are (some already stated); your tractor and implements (whatever you do get) will be purchased for the tasks you need to perform around your property. Building and levelling [yes, you will be levelling despite how flat you think the area is] the shed (barn) will be part of the factors purchasing your tractor 'package'.
Knowing the dimensions of your tractor and your implements will better allow you to plan the shed.
And your tractor/implements can survive one Winter/Spring outside. Just put the implements on pallets and tarp them.
