Tire Selection too close for comfort

I own a 5550 ford 1973 TBL. This backhoe has 18.4 R4 28" tires. They are aged and tubed (I believe) some dry rot but still usable. I would like to install tire chains during the winter months but their is like an inch of space between tire tread and rear of fender frame. Through investigating I found that 480/65R28 are comparable so can I buy like 480/50 R28 reducing the sidewall making room for chains or just stud the tire I have? A low cost solution is desired and If I ever wanted two buy new rims what would I look for? What options will bolt on and work I say this because the rims have rusty valve holes and they might Have been repaired once before I might need to weld them shut and drill new ones. I also have tried to find wiring color code diagrams so I can rewire some systems that work but are in need of replacement
