Please correct me if I am wrong, ( I have a 301A and have worked on the steering numerous times) but from what I see the steering shaft has to have up and down play, at least some to actually actuate the hydraulic valves.

I don't have access to a utility tractor tech manual but iirc there's a certain spec(set by torque wrench) that the free play has to be set at. Yes the 2 control valves have small valves in them that must be activated to direct the oil too LH or RH turn. I was thinking the corkscrew threads on the bottom of the steering wheel shaft made the valves open/close but it's been too long since I managed a JD repair shop.
If you've been into your tractors steering valve numerous times you must be doing something incorrectly.
