First of all a mid PTO would be hard to miss. It's smaller spline, under the foot area, facing forward.
And on a Kubota I suppose there would be a control lever for it perhaps on the fender. But do any of the L4xxx-series have mid PTO? I'm surprised the dash has an indicator for it.
What I would do is locate the connectors for the main brain box, then open them and look at those terminals, look for corrosion. Look under the dash display (where the PTO light is) and follow its harness to the main brain. Open all those connectors and inspect. Consider packing dielectric grease into the holes before putting the connector back together, then they will probably never corrode.
I had to remove my instrument panel for another task and doing so I found a mouse had nested there for awhile but (luckily) it did not appear to cause any problems. Worthwhile to have a look in there just in case.
