Black smoke usually means too high fuel/air ratio like a clogged air inlet or air filter. You say you changed the air filter.

Did you look at the inlet ducting upstream and downstream of the air filter?


If the tractor is underpowered and not blowing black smoke then I'd say you have restricted fuel flow and that's usually a clogged filter or some debris in the fuel tank that's clogging the fuel outlet on the tank. Check the fuel flow out of the filter. It should pretty well gush out continuously. If it dribbles or is intermittent, start working your way bck to the tank out let looking for pinched lies, etc. Some tanks have screens on the outlet and they can clog with debris or bacterial contamination from water condensation in the tank.
