Tractor for sawmill power

I have a Belsaw M14 sawmill that I am rebuilding. I am researching the best choices for its power and I am looking 50-70 PTO HP
Also, looking at older tractors: 74,84,86 series IH and whatever else.

Which tractors have the quicker or more responsive governors? I have been told by older farmers (one is 85 years old and has sawmilled most his life with a Corley) that Allis Chalmers always had good quick governors?

Any suggestions are greatly appreciated in advance. Thank you for your help and look forward to getting my first old tractor later this year.
