This sounds like a problem in hydrostatic steering. Some slipping is acceptable and normal but yours sounds like it has a problem.

The free play in the wheel is just under 1/8 of a turn. There is nothing loose on the front end.

With the hydro steering there needs to be some fluid/pressure before it works normally. I fired up the tractor and turned the wheel 180 deg slowly at idle and the wheels barely budged. A couple quick wiggles after that it became
responsive. This is normal...so I'm told.

I've driven other tractors and they are about the same with the free play. Appearently this is the norm. Its been this way and worked fine for a hundred years. Why change it now?
