it is a glow plug type thing in the manifold. fed by electricity, and fuel from the top of the injectors, and there is no fuel there. and it has never worked.

I'd get this working. The hot air from the glow plugs aids in atomization of fuel and increased compression to cause it to start. Some engines have poor compression and one must use the glow plugs more than others. Be careful taking the glow plugs out because depending on the design they can break off inside your engine.

Anyway a simple glow plug manifold can be fabricated and installed in you engine utilizing a simple push on momentary switch to power the glow plugs. Good luck and keep us posted.

mine sounds like it is set up like the 2nd one greg talks about, being fed from the fuel return from the top of the injectors, which there is no fuel there, due to the type of injector?

the tractor is a rhino, not a jinma, or are they the same thing? I have disconnected the wire to the preheat because after I got it to work electrically, it did not good, because there was no fuel, and it melted the fuel hose. So I decided better safe, since it did not work anyway. Even if not the same, the preheater should be similar enough to work?

the old 7.3 pre powerstroke, had retirn lines on them that always had fuel in them, and they were driven by a IP. that is what I was comparing it to.

Each fuel line to an injector will incorporate a check valve that is usually located on or near the IP head. If these leak back (fail) it will disturb/ change the timing and cause it to start hard as if it was run dry due to siphoning the fuel back to the IP.

Usually when the checks leak people replace the IP but generally they can be taken apart with a wrench and serviced by cleaning or replacing them.

Every IP that I have seen incorporated an integral fine mesh screen/filter at the pump where the fuel line enters.

Correct.

It sounds like it may not be hooked up correctly at the key switch, or you may have inadequately sized wire.

Yep. The common rail system on the 7.3 (I had one) is the same except Ford tied their leak off lines into the fuel return line from the pump. That's why they always had fuel in them. That's the way your pre heater should be plumbed - along with a solenoid valve that only works when the key switch is in the start position.
