I have a 16.9 - 30 tire that needs an inner tube. Will a 16.9/18.4R-38 16.9-38 18.4-38 TR218 tube fit in this tire?

No. You need a 16.9/18.4-30 tube.

+1. I can agree with some moving about on cross section diameter, but not on rim diameter. Course if you are in a tight and can stand a failure down the road, it will just have a lot of creases in it which might or might not cause a crack. Nothing ventured nothing gained or lost......if you can stand losing.

Always stay with same rim diameter. If I was going to switch a size in regards to cross section diameter, I'd go smaller rather than larger. Creases in the tube from being too large will come back to bite you.

The larger tubes are made to handle two different widths. 16.9/18.4 , 11.2/12.4 13.6/14.9 ect. I would not recommend using a 13.6/14.9 tube in a 16.9 or 18.4 tire.
