This may have been a worst case scenario - an elastic tow rope with a heavy steel projectile (shackle) attached to the end. The elastic rope used without the shackle would not have had as much momentum to break through the windshield. The same shackle on the end of a chain probably would not have had as much velocity (less stretch).

Sure chain is elastic, but it is also HEAVY and will tend to drop.
There is a better chance that various links will hit the ground, snag and quickly slow it down - or catch a bit of flint and set the town on fire (-:
note: TEND to drop doesn't mean that it can't fly.
