You ARE right that it is “less expensive to keep people healthy than to make them healthy after they get sick”
Have you considered:

1. Most people get sick because they eat unhealthy diets, smoke, drink, and do drugs? I bet that accounts for the vast majority of diabetes, lung cancer, COPD and overweight-related illnesses. What do you propose we do about people who chose this lifestlye?
Smoking and weed is completely legal and in some cases, encouraged. Weed is now legal in many places. Some of our “betters” are even suggesting all drug use be legalized!! Our food supply is 75% poisoned by processing, dyes, and preservatives and sugars.

2. Some people will not work, even if they are healthy. Come down to my place sometime and we’ll jump in my truck and I will drive you through either Wilmington or parts of Philadelphia. I will show you thousands of able-bodied, even super able-bodied men, who could kick our asses, just walking around choosing NOT to work.

“Cooperation” you say? What steps forward to “cooperation” do the people who eat/drink/smoke/drug themselves into expensive illnesses take toward a solution?
What steps forward to “cooperation” do able-bodied men refusing to work take toward a sloution?

What do you have in mind for #1 & #2 other than platitudes?

It’s true that many people have habits and lifestyles that contribute to their illnesses, but many people do experience serious illnesses and diseases due to genetic predisposition or unknown causes or accidental injuries.

Can you imagine living on $2500/mo?
It's possible however, you won't be buying toys or tractors or a new buggy and you will most likely living in a cardboard box, under a bridge somewhere and your 'address' will be a PO Box.

Far as HD's comment about able bodied people not wanting to work. Just cut off their free gummit money and see what happens...

I believe the 'new sheriff' in town is going to do exactly that actually.

If I'm not mistaken, overweight and tobacco use are the 2 leading causes of a myriad of illnesses in the country

you are not. They don’t want to come right out with it but sugar should be classified along the same lines as tobacco.

As far as Americans go, well we have personal choice. So...choose wisely.

Either the current laws/rules regulating those 2 industries or the agencies responsible are under-powered, under-funded, under-staffed.
A large portion of the American population has limited access to quality foods. Most of these people, if it were available, would not be able to afford it. Both the tobacco and now industrial food knowingly, and in some cases designed products or food, that are highly addictive.
I never started any tobacco product, but I know many people trying to quit. As far as food goes, the ingredients in many of our general consumption foods have changed drastically in the last 10-15 years. "Quality food" costs to much for many Americans.
Choices are limited.

Until you find a better method for me, as a normal middle-class American, stand up to corporate power then yes, I am all for regulation. Do I argue that many of the regulatory systems need overhauling, but to eliminate regulation from the government on massive companies is part of the issue.
Ask the residents of East Palestine...
That rail disaster was the direct result of safe regulations being removed due to heavy rail industry lobbying.
The safety protocol for the rig involved in the Gulf oil spill had polar bears in it. Copy and pasted. The dept responsible for checking that was cut by a VP that had friends in the industry.
Imagine where we would be if the clean air and clean water act were never established. And guess what, industries did, and still do, fight having to not pollute for the sake of profit.
