When you buy a car wtihout a radio or cruise control, etc. The car is still setup for those items in wiring, connectors, etc. A tractor is the same way.
If you don't feel you need a FEL, then don't purchase one. If you change your mind down the road, you can always get one later. My tractor doesn't have one -- it's used for mowing only.
