Wanting $1000. is highway robbery for a start.
They could always install an aftermarket replacement for fraction of that price and still meet regs.
In all probability they are quoting complete system using all OEM components.

Check the laws in your state. I believe, in Texas, it's illegal to transfer ownership of a vehicle's with the emission system disabled or modified. That would make the contract illegal (incomplete) and thus the deal null and void. They could sue for the value of the trade-in and/or repossess the new truck. And depending on the state's small claims limit, could be handled without lawyers.

You/him better check before telling them to "pound salt". They're making an offer to remedy the deal. They could just as well tell him to pound salt.

Vehicles get traded in every day with the MIL on and something wrong with some emissions component. Evap this or EVAP that, etc.

Never heard of a dealer trying to backcharge.

Most I know trade vehicles in because there is something wrong and they are starting to nickle and dime.

Not when the trade-in is worth $22k. They're not going to offer that on a junk truck.

Can be alot wrong with a 22k truck. Especially when new similar ones are pushing 75k.

Again, no dog in the hunt. But this could very easily be myself one day. If I had a cat stolen or rotted off, I wouldn't think twice about just straight piping it.

Dont know what papers were signed, I guess that would tell all. But IMO, it should be on the dealer, especially since the MIL has been on the entire time this guy owned the truck, and for the sole reason of the CAT. Its a large dealership with a large service dept. What would posses them to offer and sign a deal without at least checking what that annoying orange light in the dash is??????? Or did they think the orange light means everything is Aokay?

That's why it's important to know the state law regarding transfer of vehicles. It doesn't make any difference what "papers" were signed if the contract is incomplete. (A value given for a value received.) It may become a "no-contract" and thus non-binding.

Check the law! That's all I'm saying. It may be that the dealer doesn't have a leg to stand on but the guy better check before cutting off negotiations. Being a smart-arse never wins.

This emissions stuff is getting so out of hand. Near as I can figure there is 7 counties that require an emissions inspection in Ohio and since he has not found out that the cat was missing until now, chances are you are not in one of those counties. So, the "I didn't know, you bought the truck", go pound salt would be fine. There a dealership for crying out load at $1000 dollars a pop, you would think they would look for that. I wouldn't loose sleep over this.
FYI, you can core out a CAT and for $8 dollars fake out the engine ECM to think the CAT is still there and in most states there emissions inspection won't find it.

No it doesn't. The ECM will still feed extra fuel into the motor to heat the converter contents that are no longer there. Don't try to talk about lowering flow restrictions, etc. That's why we ran tests (unless your's got plugged because the beads melted). This notion is just like the one that says you get better mileage with your tailgate down. Coast down tests by companies (as in when I worked there) and the EPA show this is false. You can get better mileage by modifying the hood and fenders. Best improvement comes from removing the brake pedal.
