would a 7000 lb double axle trailer with electric brakes be enough for a 3120 with a hoe and grapple bucket?

You need to know the weight of your trailer plus the weight of your equipment. I have a 7K trailer set-up like you mention and it weighs 1910 pounds so that leaves me with 5090 pounds available for my tractor etc. If the weights are not listed in your equipment manuals your dealer can get the weights for you. The trailer weight will be listed on your registration card.

You are going to be right at the limit if not slightly above it. I think it would haul fine, my neighbor hauls his 4320 with Long bucket, loaded tires and rear box blade, weighing just under 6000# on his 7000 trailer fine. I think you would be OK, but you could not add an ant's hair more and not be over.
