Several years ago, I used Dupont 25 P epoxy paint to coat all the piping in a powerhouse in Buffalo NY. It was the best stuff I have ever seen. You didnt need to sandblast for profile so it would stick and was tough as nails. You could roll it, brush it or spray it and either way you would get a super gloss finish. THe Dupont salesman sold me on it when he demonstrated it by globbing on some grease and just wiping off the glob with a rag then painted right over it. When dry, I couldnt beat it off with a welders chipping hammer. About $100 a gallon in 1988, but I think it is still made by Dupont. Dont know how well it would do over rust but is is very good for salt water immersion. Like any epoxy, it will chalk in the sunlight if not top-coated with something like polyurethane. Available in every color under the sun also.
