Usually an inoperative compression release on a modern engine is because your valve adjustment is not within spec. The compression release is entirely dependent on the adjustment clearance of the intake valve rocker. Too much clearance and the compression release trigger on the camshaft won't open the valve enough to relieve initial compression. Simple fix, adjust the valve clearance to spec.

Good old TSC that fixes nothing and cannot. Around here, we refer to TSC as Tough Shitte Charlie's where everything they sell is scratched, dented or broken or imported from China...lol

They are good for cheap bird seed however.

Sounds like the MTD single speed transaxle with the variable speed pulley system. I am suspecting that the pulley on the rear belt either has seized or the bearing is failing. And if you other engine with the failed ACR is left unrepaired can lead to one of the 4 broken parts that is laying in the sump to make contact the the governor oil slinger damage it or get caught in the camshaft/crankshaft gear damaging those. And over time the failed ACR will lead to starter failure. Typical camshaft failure issue with the Briggs INTEK single cylinder.

I wish it were that simple. Mine disintegrated. I used a magnetic probe to remove all the pieces from the bottom of the crankcase.

There should have been a class action lawsuit over those. I used a magnet to remove the broken pieces, hopefully I got them all.
Normally there are 4 pieces. The 2 broken parts of the flyweight, the rotating pin and the spring. You hear about the broken ACR on the camshaft frequently, but in the large scheme of things the failure is not as widespread as people make it out to be. Even if 10K camshafts are replaced every year due to this failure, weigh that against the 20 million engines that are being used between the 21-28-31-33 series engines that use that problem camshaft.

The major downside of that failure is the cost of replacing the cam. I think I replaced 1 this year. A buddy of mine that owns another shop replaced 6 this year. Just like the Courage Single Kohler crack was well known, but there are a lot of repair shops that never saw one. Me I came across 3 in my years in business.

You lucky dog! Quite frankly when I get one, I offer a new engine $ along with an I won't know until it is apart and cleaned. At least one in four have other damage. At least in my experience.

I have an update you are not going to believe. I was able to isolate that the sound is coming from the transaxle. So I hooked up a trailer and drove all the way to a Troy-Bilt warranty service center. The guy comes out to hear the squeak and no matter what I did I could not get it to squeal. I even drove it around the parking lot a few times and nothing. Somehow, someway, after bouncing around on my trailer something made the sound go away. The mechanic suggested that if it starts making noise again I should record some video to prove it's making noise because if they work on it when nothing is wrong they would need to charge me for the effort. Unbelievable!
