Well I've got a 2 ton air conditioner, but it won't even haul a ton of rocks.

If you compare the GVWR sticker on my truck it states 11,500# max weight...
This is an 03 F350 4x4 dually crew cab...
Full of fuel with my fat tail I am in the 8,000# range for a measly payload of 3,500#...
But...
The rear axle on my truck is a Dana 80 rated at 11,000#...
The front axle is a Dana 60 rated at 5,200#...
That is over 16,000# worth of axle on a truck rated at only 11,500#...
The difference is in the spring packs...
I would not be at all concerned loading up my truck to 15 or 16 thousand pounds total if I upgraded my springs...
See what your axles and spring packs are rated for...
That will give you the true hauling capacity of your truck...

No you don't. I have an F150 with max tow but NOT max payload and my sticker is 1835 lbs. It would have been about 500 lbs higher with the max payload package. Basically the max payload package is an f250 but you keep the engine choices from the F150.

Noy sure what year your truck is but my 06 F350 SRW 4x4 is also rated at 11,500# gvwr. It weighs 7,600# with me and fuel so my legal payload is 3,900# which it handles just fine. I have had nearly 5,000 in it for a short 15 mile trip.

The dually of that era I see are rated at 13,000# gvwr.

I politely disagree. You are not concerned with frame strength, or more importantly braking capability?

Chassis or frame, Axles, brakes, tyres, hitch rating, and most importantly manufacturers rating all come together to determine gross vehicle weight and towing capacity. I have seen a tricky manufacturer rate a vehicles gross weight as one thing meaning a carry capacity of 1 ton and apply a 1 ton towing capacity but in the vehicle specs fine print the towing capacity max was only applicable if the carrying capacity was reduced to 1/2 ton.
If the manufacturer will upgrade the rating often contingent upon Tyres, brakes, and springs then you may be able to get the licencing authority to upgrade too

On my f-250 according to specs my front axle is overloaded with 2 passengers in the truck and I can only haul like 1600 lbs to exceed the GVW of the truck. SOOO take these ratings with a grain of salt. With my 9'4" v-plow and weight in the back the truck weighs in at 10,200 lbs and handles it like it is not loaded at all. The plow/bracket weighs in at 1200lbs. The front axle weighs 5500lbs and is only "rated" at 4400 it has been hauling this from day one in the winter every winter for 10 years with no issues and 1 set of ball joints. I purchased a 2000 GM 3/4 ton that was "rated" to do the job and had to replace the torsion bars because of the front end sagging and front brakes every 30k miles because of being so small. So again I take these ratings as rough guidelines and talk to people who know from experience what is going on. Tire and axle ratings tell me more than anything. CJ
