Is it possible to use tubeless tires on a wheel designed for tubed tires? If so, is it as safe as using wheel designed for tubeless tires? I have seen the other threads about foam filling, so I will be considering that option also.

I have used tubeless tires on tube type wheel without any problems as long as the tubeless tire is wider than the original tube type tire. If they aren't it is easy to break the bead loose. Especially if the air pressure is a little low.

How much wider? Is it a percentage of tread width or a fixed amount?

For 7.50-16 I have used a 245/70-16 without any problem. I usually get used truck tires.

most wheels will work either way

I have some older wagons with tube type wheels & the wheels don't have the dip for the bead to lock into. That is why the tubeless tires need to be wider.

Thanks to all. Stayed with the tube. Bought new tube and new tire.
