The manual for my FEL is basically a system description and parts list. There is no info about installing the FEL or bolt torque, etc.

I've got FEL mount bolts in the sizes of of 19mm, 22mm, 24mm gold color stamped with 10.0. These are for mounting the FEL mounts to the tractor.

What would be a reasonable torque for the 24mm bolt for example?

Thanks!

19 mm, 22 mm and 24 mm is the head size, right? That means it's a M12, M14 and M16 bolt respectively and the grade is 10.9.

There should be a chart for bolt torques on the manual. Anyways, here is a table for torques of metric bolts.

Good-n-tight ... The real danger is a loose bolt. Just get a wrench and go over every bolt you can find. If you find one that turns with a firm tug... investigate the whole piece further.
