Have you considered turning the fence nails towards each other like a regular staple, have to think of the poor chap running his hand inside, turned in prevents sharp edges inside.
auto feeding can be acheived cutting a slot in the side of the guide tube like a bolt action rifle loading, make a c clamp design the foot against the inside tire, the other loaded end slide where the tightening screw goes, push in and twist making it contact both sides of the tire, now a cylinder moves inside to press the fence clip. Could even use a 22 blank cartridge but do the maths on the chamber.
