You most likely have crud caught in the fuel tank outlet. Take a small wire and run it into the outlet tube and see if you can dislodge it. Alternately, you can remove the fuel cap, get an air compressor and blow back through the fuel outlet tube to try and dislodge whatever is caught there. You've located the problem so now you just need to remove the blockage. If when you remove the tank blockage you still have a problem, there may be crud in the head of the fuel filter so you'll have to clear that also.
