Unknown tool?

My daughter found this under the seat of her car along with a 1/4 drive ratchet with a 7mm deep well on it. The best way to describe it is like a small Phillips screw driver in size but hollow on the end with a notch in it. It’s not mine. It could have fallen out of an old boyfriend’s pocket or an ignition switch recall she had done a couple of years ago.

It's the way the pic was taken. Most things look somewhat bigger in pictures.

The tool also works on old radios with broken knobs. We had one atop of the RCA cabinet radio when I was a kid. LOL
