The restrictor valves will definitely help. The flow rate unrestricted is much too high for fine control for most implements. The cable linkage on a Branson definitely takes some of the feel out of the controls. With time you get better, but they still lack feel. After a year you might re-read this post and wonder what you were talking about:).

If your Branson is like mine you will have somewhat different controls for each set of remote feeds. One has a "float" position and the other does not. On mine, for reasons I don't understand, the remote with the float position doesn't have nearly the feel as the one without float. I use the one without float almost always. Also the one with float will lock in either in the forward or back position and when it does it uses all the hydraulic flow and the three point will fall to it's lowest position. The first couple times that happened I was sure my hydraulic system had failed.

This is all just part of learning the personality of your tractor and becomes a non-issue once you do.

I got one adjustable valve on the system now. It took some experimenting to figure out which side to put it on. End result, I can control the flail now. At least the on cylinder goes slowly when I drop it now. I am going to get another adj valve for the swing out arm and I should be good. Thanks for all the help. I wish Branson would have made the controls a little smother but will see how it wears in over time.

My dealer told me they can order a different valve/control from Branson that is smoother. 750 plus labor. I passed

If that's the factory ROPS setup , it's not great either. The monkey-motion linkage between the levers next to the seat and the valves out back add slop and inaccuracy. I can get mine to move slow or fast with some practice. For the small diameter cylinders on your flail I think they would still be hard to use without restrictors. I still need to add one to my top link as it's easy to slam the implement into the ground.
